Subject: Complaint against the extrajudicial execution of Mr Lalkholun Hangsing of Wakotphai in Senapati district under Kangpokpi police station by the 25th Assam Rifles personnel on 19 May 2003.

Dear Justice Anand,

I am writing to seek the intervention of National Human Rights Commission against the extrajudicial execution of Mr Lalkholun Hangsing of Wakotphai in Senapati district under Kangpokpi police station by the 25th Assam Rifles personnel on 19 May 2003.

Asian Centre for Human Rights has been informed by a local human rights organisation that the Assam Rifles personnel barged into the room and shot dead Lalkholun on his bed in the early hours of 19 May 2003.

According Mr Lalkholun's father, Mr Lalkhohen Chongloi, two security men woke up the victim, held the deceased's arm in full view of family members.

After the family members were asked to leave, the gun shots were heard and Mr Lalkholun was found lying in a pool of blood. Even though the Assam Rifles commander asserted that Lalkholun tried to shoot them, Mr Lalkholhen could not be convinced by the AR version as he was already overpowered.

I shall be grateful if the NHRC could kindly intervene against the extrajudicial execution of Mr Lalkholun Hangsing and take the following measures:

-         Direct the State Government of Manipur to conduct a judicial inquiry into the extrajudicial execution of Mr Lalkholun Hangsing and report to the NHRC within six weeks;

-         Direct the Ministry of Home Affairs to pay an interim compensation of Rs 300,000 (five lakhs) to the victim's family and the same be recovered from the concerned Assam Rifles personnel;

-         Direct the Government of India to develop guidelines for implementation of the United Nations Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions; and

-         Take any other measures that the NHRC deems fit.
