Dear Justice Anand,

I am writing to seek intervention of the National Human Rights Commission against the brutal and inhumane torture of four civilians by a team of 33 Assam Rifles under the command of Col Amarjit (CO Assam Rifles Kakching Lamkhai) on 1 April 2003.

According to the Laarchang Sanuw Ruwrkhe, Komlathabi (Komlathabi Women Society), four innocent victims - Reel Mehenpha, Franky Chara, Seloky Chara and SB Borniching - were brutally assaulted as suspected member of the insurgent group, KYKL. The victims were about to go for hunting. The victims had to be admitted at the Regional Institute of Medical Science Hospital in Imphal, Manipur for their injuries.

Seeing the seriousness of the assaulted victims, the release added that MoS Social Welfare DK Korungthang, Superintendent of Police, P Thoubal Clay Khongsai and Col Amarjit Singh (CO Assam Rifles) handed over Rs 5000, 1000 and Rs 4000 respectively for the treatment of the victims.

I shall be grateful if the NHRC could kindly intervene by taking the following measures:

1.      Direct the Ministry of Home Affairs to conduct a full inquiry into the torture of Reel Mehenpha, Franky Chara, Seloky Chara and SB Borniching by the Assam Rifles personnel and submit the report including the medical reports about the treatment of the victims at the RIMS hospital to the NHRC;

2.      Direct the Ministry of Home Affairs to take exemplary disciplinary action against the guilty Assam Rifles personnel;

3.      Direct the Ministry of Home Affairs to pay compensation of Rs 50,000 to each of the victims and the same is recovered from the concerned Assam Rifles personnel; and

4.      Take any other measure that the NHRC deems fit.
