Justice Anand,
I
am writing to seek intervention of the National Human Rights
Commission against the custodial death of one Ganesan (50)
of Pudur village under Thanjavur of Tamilnadu on 18 June 2003.
Mr
Ganesan was taken to the police custody by the police led
by Sub-Inspector, Sheila at 8 p.m. on 18 June 2003 on a complaint
lodged by his wife following a family quarrel. When the villagers
went to the police station at 8.30 p.m., they were told that
Ganesan died. The villagers have been alleging that Mr Ganesan
had died of torture.
I
shall be grateful if the NHRC could kindly make an urgent
intervention and take the following measures:

Direct the State government of Tamilnadu to submit the post
mortem report into the custodial death of Mr Ganesan which
should have been prepared in full conformity with the guidelines
provided by the NHRC;

Direct the State government of Tamilnadu to order a judicial
inquiry into the alleged torture and subsequent death of Mr
Ganesan;
-
Direct the State government of Tamilnadu to pay an interim
compensation of Rs 500,000 (five lakhs) to the victim's family
and that the same be recovered from the guilty police personnel;
and
-
Take any other measures that the NHRC deems fit.
